Police say 32-year-old left porn on car in parking garage with note

Multiple women told police a man inside the State Street Capitol parking ramp was seen touching himself, looking at porn and leaving porn for others to find, police said.

Madison police said 32-year-old Jonathon J. James was arrested on suspicion of lewd behavior and disorderly conduct following a series of disturbing incidents that targeted women inside the State Street Capitol Garage, 214 N. Carroll St.

One woman told police she saw James on the afternoon of Oct. 6; he was masturbating while viewing pornography. Another woman found a pornographic photograph on her car with a handwritten message from James. A second pornographic image was found near the rear entrance to a hair salon in the parking garage. Women reported being frightened and disturbed by the suspect’s actions.

Police said James is registered sex offender from Illinois, Joshua J. Noone, who is living in Madison under an assumed identity. Investigating officers found James Thursday inside the downtown library and arrested him.

According to the report, he denied being a registered sex offender, denied ever being in Illinois, denied being on probation and denied that his name is Joshua Noone.

Later, having been provided evidence to the contrary, James confirmed his identity as Noone and said he changed his name when he came to Wisconsin a couple of years ago, according to the report.

Police said James also admitted to the Madison offenses. He said he regularly drank beer and smoked synthetic marijuana inside the parking facility and liked to look at women.

James was reportedly arrested under the name Noone in Rockford, Illinois, in 2011 on several counts of public indecency for behavior similar to that described by recent victims in Madison, police said.

James was charged with lewd and lascivious behavior and two counts of disorderly conduct.
