Smith says he never expected to win recall primary against Shilling
LA CROSSE, Wis.– Jennifer Shilling’s opponent in the Democratic recall primary, James Smith, says he never expected to win. He’s actually a Republican who ran as a protest candidate.
Smith says he only entered the race because he thinks the number of signatures needed to force a recall is too low. Which is why, despite losing, he believes his campaign was successful.
