Wisconsin police chief offers rules to protect suspects

MILWAUKEE (AP) — Milwaukee Police Chief Edward Flynn is proposing new rules intended to help prevent the death of suspects in custody.

A Milwaukee Journal Sentinel report says the rules have to do with managing suspects who have medical conditions or need medication. For example, officers would be required to bring prisoners who need medication to jail in time for their next dose.

The proposed rules are in response to the death of James Perry in 2010. Perry was an epileptic who had a seizure in the city lockup. He didn’t have his medication when he was arrested.

Police took him to a hospital, where medical personnel released him even though officers thought he was still sick.

The city’s Fire and Police Commission is scheduled to vote on the new regulations Thursday.
